In Ząbki, the purpose of the consultation "Citizens' budget in Ząbki?" was to get acquainted with the opinion of the inhabitants about whether they would like to introduce this form of budgeting in their area of residence.

A text debate on the inDialogue platform and a direct meeting at the City Hall were planned as part of the consultation.

There were no technical or organizational problems during the consultation which would have prevented any of the planned stages of consultation from taking place.


Preparation of the consultation

In preparation for the consultation, the project team organized two workshops in Ząbki in cooperation with the City Hall. On 21.01.2017, the first such meeting took place, attended by 17 people, including representatives of the City Hall, local NGOs, and institutions supporting the disabled. The purpose of the training was to familiarize the residents and officials with the functions of the platform. The next meeting took place on 21.04 and involved the local NGO representatives. During the training, the participants learned about the functions of the inDialogue platform in relation to the consultations they conducted, and provided information on the accessibility of the platform for people with disabilities.


Briefing materials

The briefing materials provided on the platform contained Basic facts about what the civic budget is, what functions it fulfils, and how it supports civil society. Among the Restrictions were the restrictions imposed by the provisions of the Local Spatial Development Plan, the costs of implementing specific projects, and the time of implementation (the first edition of the participatory budget will take place in 2018). The Proposed solutions contained two variants, described together with the disadvantages and advantages of each of them, i.e. the introduction of the civic budget or its non-implementation. In the Information Sources section, the inhabitants were able to familiarize themselves with examples of civic/participatory budgets in other Polish cities. The Attachments included the documents cited in the materials.



The recruitment for the consultation took place between 20.04 and 05.05.2017.

The City Hall invited residents to participate by publishing information on the website of Ząbki, as well as by contacting local institutions and non-governmental organizations. The Mayor of the City of Ząbki also took part in the broadcast on the local radio FAMA on 27.04, where, together with dr Marta Kołodziejska he invited residents to participate in the debates. Moreover, e-mail invitations were sent to local organizations and institutions, and their representatives were contacted by telephone.



Text Debate
The text debate on the inDialogue platform took place between 05.05 and 06.06.2017. Residents were asked to answer the following questions:

1. Would you like to introduce civic budget in Ząbki? Please justify your answer.

2. If you had the opportunity to propose a project to the civic budget in Ząbki, would you do so? Assuming that projects in the civic budget would be selected on an annual basis.

3. If the civic budget in Ząbki was introduced, would you be interested in voting for the competing projects?

4. Do you think the possibility of submitting projects and voting for projects in the civic budget should only be offered to the residents of Ząbki who pay taxes in the minicipality? Please justify your answer.


Direct debate

The debate took place on 18.05 in the Town Hall at ul. Wojska Polskiego 10 at 18:00. The questions posed to the participants during the meeting were analogous to questions in the text debate.



The City Hall did not assign experts to the consultation.


Final report

The final report was published in August. The citizens had 14 days to comment on the document.
